Unregistered Cosmetics Sold Online: CDSCO Finds Multiple Violations by Skinti Enterprises

The Central Drugs Standard Control Organization (HQ), under the Ministry of Health and Family Welfare, has officially cancelled the cosmetic import registration certificates granted to Delhi-based firm M/s Skintl Enterprises Pvt. Ltd., citing critical regulatory non-compliances, unregistered products, and labelling discrepancies. The formal cancellation order, signed by Drugs Controller General (India) and Central Licensing Authority Dr. Rajeev Singh Raghuvanshi, was issued on August 24, 2026. 

​The enforcement action followed an investigation conducted at the firm’s premises on March 30, 2026, triggered by complaints regarding the sale of cosmetic products across multiple e-commerce platforms and the company’s own retail outlets. An inspection report dated April 9, 2026, revealed that the firm displayed incorrect Registration Certificate numbers on product packaging and stocked multiple cosmetics without valid import registrations. Additionally, the company had relocated its warehouse facilities without mandatory prior notice or approval from the licensing authority. 

​The findings established clear non-compliance under Section 10(b) of the Drugs & Cosmetics Act, 1940, alongside Rules 12(1), 15(3), 34, and 35 of the Cosmetics Rules, 2020, as well as the standard conditions of Form COS-2. Following a Show-Cause Notice issued in April 2026, Skintl Enterprises submitted a reply on June 30, 2026, acknowledging the regulatory lapses. 

​Under powers conferred by Rule 21(b) of the regulatory framework, the Central Licensing Authority immediately revoked the firm’s active registrations: RC/COS-005535, RC/COS-006751, and Import Registration Number IRN/COS-4A/2025/000039. The regulator reaffirmed that the unauthorized sale and misbranding of cosmetics across digital platforms and physical supply chains remain subject to strict legal oversight to protect consumer health.
