Telangana Government Unveils Draft CURE Bill 2026, Proposing Historic Overhaul of Hyderabad’s Urban Governance

In a major step toward realizing its ambitious “Telangana Rising 2047” vision, the Government of Telangana has officially released the draft **Telangana Core Urban Region (Integrated Governance) Bill, 2026(the CURE Bill) for public consultation. Aimed at modernizing urban management, the landmark legislation proposes replacing the decades-old Greater Hyderabad Municipal Corporation (GHMC) Act of 1955 to support a metropolitan population that has swelled to 1.3 crore citizens.

The CURE Bill outlines progressive reforms to transform Hyderabad into a world-class economic engine. Key features include the transition to a capital value-based property tax system, a structured escalation process ensuring faster building layout approvals, and a single-window digital portal introducing a “Unified Utility Bill” for streamlined citizen services.

Furthermore, the bill charts a bold path for economic growth by introducing a 24-Hour Economy Vision through designated “Night Economy Zones.” It also mandates the first-ever high-level dedicated Food Safety Committee and establishes stringent climate action guidelines for urban disaster management and lake conservation.

Chief Minister A. Revanth Reddy’s administration invites stakeholders and the public to review the framework, steering the capital region toward an equitable, sustainable, and highly competitive future.
