Himachal Pradesh’s Bulk Drug Park Gains Momentum with ₹1,000 Crore Central Support

The Union Government has sanctioned ₹1,000 crore in grant assistance for building shared infrastructure at the Bulk Drug Park coming up in Haroli, Unadistrict, Himachal Pradesh, under the “Promotion of Bulk Drug Parks” initiative. A key component, a 5 MLD zero-liquid-discharge effluent treatment facility, has received cost approval of ₹244.43 crore.

While the state government had sought extra funding for this treatment plant, the Centre clarified that support remains capped at the amount already sanctioned under scheme norms. Officials also confirmed no plan currently exists to set up a NIPER campus near the site, though the state continues pursuing better road, rail, and gas-pipeline connectivity for the project through relevant authorities.

Environmental approval for the park came in September 2025. Construction contracts already awarded include ₹178.72 crore for roads, drainage and bridges, ₹573.6 crore covering effluent treatment and steam infrastructure, and ₹100 crore for land preparation across the 800-acre first phase.

Of the project’s total outlay of ₹1,923 crore — with common infrastructure costing ₹1,118.46 crore — the Centre’s ₹1,000 crore share forms the bulk of funding. An initial ₹225 crore tranche reached the state’s implementing agency in February 2023, alongside ₹35.53 crore from Himachal Pradesh itself; roughly ₹116 crore had been spent by end-June 2026.

Once operational, the facility is projected to generate 15,000–20,000 jobs and draw investments worth ₹8,000–10,000 crore, strengthening India’s domestic API manufacturing base.

Minister of State Anupriya Patel shared these details in a written Lok Sabha reply.
